Personally, I'd never seen the sugar (regular or powdered) on the outside. To me, candied meant dipped in the boiled sugar and water mixture 😅

when I made them 10 years ago it called for "superfine" sugar which is granulated but has very small grains.

most candied things are covered in powdered sugar. soft white coating over a hard food like a almond or in this case cranberry. powdered sugar seems like the correct sugar to use

I think for max effect using the liquid you want to soak them in (soaking won't do much unless you poke holes) and making a sugar syrup with that. Then coating the berries in that syrup before you mix them in powdered sugar.
