according to the website and a few reviews, they don't let you in if you're not staying there. I want to visit the garden so bad. am I understanding this wrong?

Love this!! I’m going in the spring, is it allowed in gardens/parks to sit and paint for a few hours?

You can only see the garden if you’re staying at the hotel ($800+ per night) or if you have a reservation at one of the restaurants btw

Does your guide have other cities too? We are debating doing 2 days in Hiroshima/Miyajima or Kobe/noashima
