I think it's another plot to show bias. cause Morrible also thought Elphaba is wicked at first, so Elphaba will be the perfect accomplice. on the contrary, glinda is the good one, thats why she hates

i think Morrible accidentally caused the drought and then used the Wizard to scapegoat (vs the other way around) and that’s why she needs Elphaba’s actual magic to address it
