i visited NOLA in 2017 and idk if they’re still up but the city had left some buildings from pre-katrina standing in the Ninth and Lower Ninth ward that weren’t too damaged and it was shocking to see.

the levee broke due to low maintenance and budget because the mayor did not want to to upgrade and they even said the levee would not be able to withstand kat3 thru 5 it was a Kat 3 when it hit

Visited Nola in 2018 and many of the flooded houses have stayed. People build more levels on top of already existing homes and leave the original foundation there but they block it off.

The whole sparing the rich neighborhoods is a evil thought and a stretch but probably true I’m most cases even if it’s wrong it’s the logical thing to do cuz that stuff has more value even tho the owners can afford to replace it unlike the not rich neighborhoods pretty evil
