This is called Brumation, many reptiles can do this in the winter. Aligators do this as well, except they like to keep their noses just above the ice. Making it apear as if they are frozen in the ice

Turtles do go into brumation but if the water freezes all the way then they can't survive being frozen.

my friend literally buried his turtles then dug them up after winter, they were completely cool with what happened. hibernation blew my mind at that point

Turtles can hibernate in low oxygen and no oxygen environments. If it's low oxygen they breath through their skin and cloaca. But if it's no oxygen they break down glycogen from their shell and bones
