Building permit is for tax assessment. So your property tax can increase correctly. Buildinf permit has very little to do with safety.

If you are doing plumbing or electric definitely get a permit. If you are just knocking down a wall or adding some cabinets it’s not necessary.

In my area you only need a permit if new living space is being added. Specifically if footers are being poured, makes it quite easy for a contractor like me who mostly just does remodels
