Correct me if I’m wrong but I swear I remember them saying in the book they have a complicated system for it in career districts? And they don’t know what to do bc 12 didn’t anticipate needing one.

i would assume almost every other district doesn’t have volunteers so they don’t worry about it. we know in career districts only the “winner” can volunteer but i don’t think they explain how someone
