In a small saucepan on low-medium heat, whisk together the milk, sugar, cocoa powder, cinnamon powder, chili powder, whole cloves, and salt until fragrant (5-10 minutes). Add the chopped dark chocolate and mix until well combined. Remove the cloves then pour the hot chocolate into your mugs, and top with whipped cream, chocolate shavings, and a cinnamon stick.
