That happened to me and the DMV never issued the letters to me. Luckily my car insurance let me know that before I was stopped. Found out at the DMV, other people were there for the same reason.

I got arrested here in NY for driving my with a piece of mail blocking my vin number. Mind you i have insurance my registration good my license good. He still arrested me for no reason
