this happened to me once.. officer told me to wait til him left so I can get the car home otherwise it'll be towed and it'll cost me alot more.. so no they didn't have to arrest her

It really wouldn’t have hurt them to give her a second to come out of the shock of the situation. Just hovering around her window sneakily escalating the situation to arrest her.
