The amount of people that don't understand that breakers have an internal trip you can lock them on so people can't turn them off, but they can still trip internally. You can't disable their safety

It will lock it in the off position, look at the hook that is on the bottom of the breaker in the off position.

That’s a breaker lock. It’s used to ensure the breaker isn’t opened accidentally or otherwise. However, it will still trip in overcurrent.
