I had this all the time when I worked in pharmacy. the entire premises is registered as a pharmacy and unless the pharmacist is on site, we can't even sell you non medicines.

this is my local boots and idont get why people were waiting outside for an hour for essentials? theres a whole retail park around them that does exactly that and a chemist a 10 min walk🤣
