I think he became a villain out of necessity. He didn’t know how else to ensure his friends wouldn’t be treated badly after his death and took whatever measures to make sure they were the heros

I think what makes AOT specifically the characters interesting is that they’re ALL victims of propaganda to one degree or another so I just find it interesting is that theirs always a staunch defence of x character more so their actions with out the proper nuance 🤷🏿♂️
