if I'm at a store shopping no do not approach. In a bar or Cafe maybe but read body language. If someone is purposely avoiding eye contact that's a no go.

I think the setting matters too. For example I live in NYC & I don’t want to be approached on a train or on the streets. I think it’s perfectly fine in a bar, lounge, a party and etc.
