The problem as I see it is , the word ‘full ‘ can’t apply to an infinite world. By definition there is always space. So the person in room 1 just moves to room 2 and room 2 moves to room 3 and so on.

If I'm not mistaken, after you put the infinite number of passengers from infinite number of buses by this prime number method, you get an infinite number of free rooms (e.g. rooms 15, 21, 33, 39).
