I thought that sulayman AS was able to command the wind because it was something like he forgot to pray when it wasn't obligatory (but he did it anyways) because of his horse so he killed or sacraficed the horse for the sake of Allah and was granted the power to command the wind. I don't remember the story of the top of my head but it's something like this. please correct me if I'm wrong
