There should be an arbitration process to argue the valuation of the property. Since the concrete pad does not add enough value nor meet the minimum requirements of a "floor".

It's different from place to place but typically the determining factor of whether or not a structure adds to property value is whether or not it meets the criteria for a "permanent fixture".

I feel this. Zero additions to my property, but the adjoining 4 acres was subdivided by a builder and 12 new McMansions built 3 times the size of my house. So my taxes went up. WTF?!?!!!
