She was sitting right next to US Speaker Mike Johnson of the House of Representatives. The 4 officials aiding in the count today were Minnesota Senator Amy Klobuchar (D), Nebraska Senator Deb Fischer (R) for the Senate and Representatives Bryan Steil (R) of Wisconsin and Joe Morelle (D) of New York for the House. In fact, today, Harris presided over a joint session of Congress to certify the US election, a pro-forma act before President-elect Donald Trump swears in on January 20. Article 1 of Constitution of the United States provides: “The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.” In this capacity, VPs have the sole power to break a tie vote in the Senate and formally preside over the receiving and counting of electoral ballots cast in presidential elections — as it happened today on Capitol Hill in Washington DC. From 1789 until the 1950s, however, the primary duty of US Vice Presidents was solely to preside over the US Senate. Since the 1830s, VPs have occupied offices near the Senate Chamber.
