I don't think they hired people like this, if you listened to what they said in Season 2, they hire people with expirence, people who served in the military left with nothing after. If you really think about it they are the best to pick, they get their shots right and follow orders. Plus many can be put into the kitchen to cook while still being able to use a gun and report back to where they need to be. They just do their part.
