What you say is correct but also the reason why the hydrants weren’t working is because there was no power if there is no power the water pumps can’t push the water to where it needs to go.

I’m so confused. I literally just watched a video that had a guy who got arrested with a blow torch, citizens held him until police came. And the fire chief literally blamed the city for lack of water

Fish are very adaptable. I bet that smelt was originally a freshwater fish that adapted to brackish due to the lack of water going through the area. Who’s to say the smelt won’t thrive in fresh water?
