The burgis in UP isnt entirely the problem, but the lack of quality education among DepEd schools which cannot go at par with the private, kaya di makapasok sa UP at other state U!

People think paying taxes immediately exempt them from fulfilling their civic duties. Hindi po magkatulad ang responsibilidad ng mayaman sa mahirap. First and foremost kapag may kaya ka you have different options compared to the underprivileged, kaya nga ang purpose nung public university in the first place was to provide opportunities to the underprivileged to attain quality education. The law itself has good intentions in that it aims to provide free education for all mayaman man o mahirap. Pero the reality is there is a growing number of the rich in some SUCs.

In short, burgis = give the slot to those that are also deserving but cant afford to support due to financial reasons. Nonetheless, this law helped a lot of peeps ease the burden of payingtuition fees
