If running an 13/14 gen intel it can have degradation issues. HW Accel bug if maybe just the apps are freezing. Storage might not be fully seated but I doubt with m.2. Unless the data was the boot.

Had a similar issue after I updated my BIOS, cpu would drop to -1% then pc would just crash. Idk how but it fixed itself

he probably is connected to 2.4GHz wireless and using a 2.4GHz wireless mouse, any time 2.4GHz downloads, it interferes with the wireless mouse.

I had the same problem with my PC a while back all it took to fix it was to take the CPU out and reseed it back into its socket and put new thermal paste.

the stops u mention usually happens when the disk is old or too slow, if he has an HDD and it can boot from it, that might be the issue
