Maybe get a slip lead? Harnesses are designed to give dogs more traction to pull, that's why they use harnesses for carts and sleds.

That’s why training on a slip lead instead of harness is great, my dogs don’t pull, & wait for permission to stop & sniff. Very helpful skill for them for when you ain’t got time for that 💩
