I get the confusion, it's made with rum but it's too low alcohol with the extra spices and colouring added in, so really it's a rum liqueur, like how southern comfort is a whiskey liqueur

The additives bring the strength down, that's all. Legal definition aside, saying it's not rum, is like saying a cup of tea with milk and sugar isn't tea.
