ooh I got a background in this one. So at least in Ohio EMS has the duty to provide medical aid to unresponsive persons under the doctrine of implied consent.

Emergency services operate under implied consent when a patient's unconscious. Basically it means that the patient would agree to those potentially life-saving measures if he was able to.
