Actually anything in public view can be videoed or photographed unless there is expectation of privacy like in a bathroom or dressing room any lawyer can get charges dismissed under these pretenses

Taking pictures of females in public is certainly creepy but not a crime. They also can’t order him to delete pictures on his device that aren’t criminal or detain him and force him to show them.
