It might be that Eri can’t restore quirk factors. The quirk destroying bullet doesn’t erase quirk factors, so Eri could rewind Mirio. But Hawks and Deku lost their quirk factors entirely

I believe the reason why deku couldn't have gotten ofa back is because he lost the quirk factor as well as the quirk, unlike lemillion where he just lost his quirk

the quirk is an accumulation type so the rewind energy accumulates overtime shown by her horn so she could've rewound all might or something but I doubt it could take him to his prime

Eri spent her childhood as a test subject, it would be cruel to take advantage of her for her quirk, she only rewound mirio because he saved her. Deku and AM wouldn’t use her for her quirk like that

ofa whole purpose was to become strong enough to destroy afo and it served it's purpose as both ofa and afo was in shigirakis body and killing him made both quirks die with shigiraki and afo
