you put way to much paste remove it ,apply it to cpu directly in the thinnest layer you can do ,put the cooling thing on top and press it down hard and it should work!

small cooler thermoelectric and need more power for it. another idea you can made small condition using gas its better and efficient

Need to put the bigger cooler on top of peltier and use a voltage regulator on the peltier … cpu will put out too much heat for that size

TEC coolers are pointless in PCs, they are extremely power hungry if you want them to be even remotely effective in removing heat. You might as well run a chilled water loop

These normally run on 12volts and need a slightly bigger heatsink and better mounting pressure (3d printed mounting bracket)

Friend, the Peltier cell is never fitted with thermal paste on the cold side, otherwise it would completely lose its cooling capacity due to the thermal paste that acts as dissipation 🙃
