You have a valid point. However also take into account number of officers and call load in that area. Could it be that officer is already responding to a call and thus unable to make a traffic stop?

Understaffed everywhere. And I do alot of traffic enforcement but there’s plenty of times something happens in front of me while I’m heading to a call or transporting an arrestee and I can’t stop them

Not that this is every case, but during transports for the sheriffs office, we can’t do anything about it. Especially if we have an inmate with us. But if the violation is severe enough we’ll radio it

odds are they’re heading to a call, may not call for lights and sirens, but still an important call. Or have a prisoner, or theyre off in plain clothes but needing an oil change on the car, etc.
