That law should apply to all documents being sent, that it is invalid if there's no proof of receipt. The time limit should also be based on that, upon receipt not when it was sent

If it’s important document, to be relied upon, engage the professional service’s of a Process Server, who will confirm person service at the address, by way of a Certificate of Service or an Affidavit
