It’s wild how all stores are different. Mine in Houston have a customer tag you can take with and shop. But if they page you three times and no response they sell them. No 24 hour rule.

They won't sell them to you even without a sold sign is because people steal the sold signs and then try to buy the item. Meanwhile the original buyer comes to pick them up and they're not there.
