so if water is two parts hydrogen one part oxygen (H2O) and you add an additional hydrogen (H3O) you create hydrogen peroxide which you wouldn't want to drink. not undiluted anyway.

Electrolysis just splits the water into H2 and O - I would be concerned as to what the anode and cathode are made out of because that's what's going to be in the water!
