You could just buy shark sweets and stick them on top of the blue frosting! Also maybe you could also use a fork or skewer to make a little wavy pattern in the water, good luck!!

You need to wrap it in seran wrap after done baking then freeze the cakes. Freeze for a few hours take out the freezer cover in frosting put in freezer 30 min. Take out frost again in between all lay
