Heat oil or ghee in a heavy pot. Add cumin seeds, bay leaf, cinnamon, cardamoms, and cloves. Sauté until fragrant. 2. Add sliced onions and cook until deep golden brown. 3. Stir in ginger-garlic paste and green chilies. Cook for 1–2 minutes. 4. Add tomatoes, turmeric, chili powder, coriander powder, cumin powder, and salt. Add mutton and bhuna (roast) on medium-high heat for 8–10 minutes, stirring frequently until the meat is well coated and slightly browned. 7. Add 1 to 1½ cups hot water. Cover and cook on low heat for 45–60 minutes (or pressure cook for 5–6 whistles) until the mutton is tender. 8. Once cooked, uncover and cook on medium-high heat, stirring often, until most of the liquid reduces and a thick, light gravy coats the mutton. It should not be completely dry. 9.
