if they put a 100% tariff on let's say a phone at 1000 that makes it 2000 in the USA for the customer - most customers will say that's too expensive so they will likely choose an alternative which is a HUGE advantage for the USA based businesses who will also more than likely receive tax breaks. If you're apple you're building a plant in USA 100%. So yes the tariff is passed to the customer but the inflation on the product makes it much less desirable and will cause a huge decrease in sales.
