I would like to point out that axiom arcanist and some items (shojin liandries riftmsker and shadow flame) already amped true damage, but all the other effects wouldn’t

doesnt Shadowflame increase true damage? Shadowflame Nunu deals 1440 true damage on Q (I KNOW ONLY CREEPS/MONSTERS) That makes true damage already amplified, so its nothing new
