Seatbelts are not required in my state, but I always use one, because I would not like to fly through the windshield if there's an accident.

The point of the penalty is to get people to be safer. Why not tell your insurer that you plan not to wear a seat belt? See what they say.

Impact goes far beyond the individual. An accident w/o seatbelt may require medical attention, surgery, rehab - all this impacts my insurance and medical costs.

They don't count as moving violations in Il. I haven't worn a seat belt since Gov. Thompson signed it into law. I have paid 4 fines for noncompliance though.
