The thing is Starlight couldn't control her own emotions,therefore she also couldn't control her own magic. If you compare her to other villains you'll probably realize that she overreacts frequently. Starlight blamed Twilight, even though she was the one who was at fault, but Twilight didn't even go all out to her and wanted to help her.
