this happened when I worked at a Starbucks in Target. this crazy lady wanted half a bottle of caramel sauce on top of her drink in her own cup that she never washed and wouldn't let us wash it either

If this is real, I will never understand why managers do something like that. I was a manager of two different restaurants. There is no way I would ever allow that to happen. One it makes the employee who told them no look bad and like they don’t know what they’re doing. It also sets a precedent so that like you said they will come in every time and think they’re going to get that stuff for free.
