In a bowl, add the baking soda and water to the sliced beef and mix until the beef and water are incorporated, let sit for 15 minutes, then drain any excess. Add the soy sauce, shaoxing wine, white pepper, sesame oil, cornstarch, and oil. Toss with your hands to combine and to coat the beef strips. 2. Mix the sauce by combining oyster sauce, shaoxing wine, light and dark soy sauce, sugar, chicken stock, cornstarch, and sesame oil. 3. Add the neutral oil to the wok and heat to 350°F. Flash fry the beef in oil 1-2 minutes until cooked. Strain and set aside. 4. Remove the oil leaving 3 tablespoons in the wok over low heat. Add the ginger and garlic to the pan and stir-fry for 10 seconds. Add the dried red chilis, scallion whites and onions stir-fry for 15 to 30 seconds, until the chilis are slightly toasted. 5. Add the beef, sauce and scallion greens to the wok. Turn the heat to high and cook for 2-3 minutes until the sauce has thickened.
