They can't competely shut it off, but they can taper it back to be juuust enough power to run only the oxygen machine. However, that's only certain states, other states have a, "Let 'em die" attitude.

They cant shut it off if they are aware someone is on O2. They also when the power goes out, they are the first to be fixed.
