It's not the bumpers, they are pressing at the bottom and the cracks are at the top, also check if it cracked at the location of each bumper. Bad welds and that's it

one those are there to prevent the ship from getting damaged to that was just a little layer of rust three those welds are higher quality and stronger than you think

Looks like it's been re-welded a few times and the steel got too weak. Needs decommissioned and replaced with a new ship.
