@complete_preservation: We found the mythical rising damp ! Some people for some weird reason make out rising down is a myth, they also make out this physically impossible for it to occur. I always think their opinion is down to lack of experience because they have never surveyed a building professionally. This building has a physical DPC which has been bridged by the floor ever so slightly and you can see how high the damp is risen and this is because there is a huge amount of excess moisture from the drain defect.
