I've read though all of the water company's plans for it now I'm not agreeing with it and using money to pay fines isn't on at all, but a lot of the reason they are going is to "invest" in making 1/2

not all water companies deal with sewage, so.its not to deal with the fines, it's also to help with the infrastructure with the network some of which have been in the ground since the 50s

Unfortunately unless there are real consequences to the C-Suite (jail is probably too harsh but maybe being struck off being able to to work for a plc forced to personally cover debt or something along that nature) nothing is going to change. If I said to you that you can run a business as badly as you want and you will be paid 50x the average wage plus bonuses regardless of what happens you would jump at the chance.
