Yes cod has always been around. The tarrif would be added to the price of goods. If you paid for shipping then what sounds like is happening is the seller is dbl charging you for shipping.

You’re paying up front when you check out.. and the seller is sending the goods through DHL for COD which in turn charges you twice for the shipping and the seller dbl dipped
