You can prime the entire engine if you pump oil through that port, it has to be fully assembled of course but it's a good idea for fresh builds to do it. I built mine out of a garden sprayer

My guy, stop tightening down one side completely before you tighten down the other. You risk warping the part.

It is not primed... You need to pressure that port with heades on and turn over the engine until you see oil coming from push rod and rocker arm.
