outlets still have bumps on them that slip into those holes. it doesn't lock it anymore, but it holds it in. when they wear down over time, the plug falls out and you need to change the receptacle.

In Japan locking power strips are common. You push in the plug and then turn it to lock it. It can’t be removed until you turn it back.
