if you consider Scene0 canon there's an extra layer to this. in the original timeline, sayaka is absent because she's dead. she's killed by a witch in the mall, without even meeting kyubey.

Personally I think the reason Sayaka has karmic destiny is bc of Homura’s wish, just like how madoka’s karmic destiny grows by each timeline; Sayaka gained karmic destiny overtime (js a theory)
