The toilet thing is partly to pay for the pepole who clean it, but in bigger cities like Stockholm it's also to keep dr*g users/homeless out (or at least that's what's said about it).

Pro tip for the public restrooms. In Stockholm there are GREAT free toilets on the top floor of the store NK. You can also sneak into the espresso house in Gamla stan. It's still annoying af tho

sweden had a very bad problem with alcohol in the past, systembolaget was created to manage the alcohol intake and also to not expose children to the buying of alcohol at a young age.

Paying for public bathrooms also limit the number of users and keep away people who only needs to steal some paper which lowers the need for maintenance. It’s about keeping down manpower.
