Outside of plastic, and nukes, the ocean is so vast it would be hard to ruin the ocean with materials that flow in every river towards the ocean.

I don't see an issue with doing this in open ocean. It's likely to seed plankton growth, and increase productivity in the area. Of course, I wouldn't do this in a coral reef
